Maine.gov says general licenses to operate a business are managed by towns and cities. This matters for local retail, food service, lodging, personal services, home-based businesses, contractors, signage, and physical locations.

Do not treat the Secretary of State Certificate of Formation as permission to open a storefront.

State and industry licenses

Maine.gov points business owners to Business Answers and the licensing assistant for state license and permit questions. Regulated areas can include professional licensing, eating and lodging, liquor, gaming, agriculture, environmental activity, and other industry-specific categories.

Sales tax and employer accounts
