Educational guide, not legal or tax advice.
Maryland LLC formation does not include every license or permit. After filing Articles of Organization, check Maryland Business Express, Comptroller registration, county and city requirements, and any industry-specific regulator.
Educational note: This guide is for general informational purposes only. It is not legal, tax, accounting, or financial advice. Confirm current requirements with Maryland Business Express, Comptroller of Maryland, counties, cities, licensing boards, and qualified professionals.

Start with this checklist
- Form the LLC or confirm the exact legal name.
- Get an EIN if needed.
- Use Maryland Business Express to review licenses and permits.
- File Comptroller Combined Registration if tax accounts apply.
- Check county clerk, city, zoning, health, building, alcohol, contractor, professional, and industry rules.
- Register a trade name if the public-facing name differs from the legal LLC name.
- Calendar renewals separately from the SDAT annual report.
Local licensing
Maryland has county and city layers. A business with a physical location, food service, retail sales, construction activity, childcare, alcohol, professional services, or home-based operations may need more than state LLC formation.
Do not assume an approved LLC means you can operate from any address. Zoning and local licensing can still block or delay opening.
Tax-related registrations
The Comptroller’s Combined Registration Application can be used for accounts such as sales and use tax, withholding, admissions and amusement tax, use tax, tire recycling fee, transient vendor license, and unemployment insurance account.
If the LLC sells taxable products or services, the sales and use tax license question should be checked before collecting revenue.
License FAQ
Does Maryland Business Express replace local licensing?
No. It helps organize the process, but county, city, and industry rules can still require separate action.
Is a trade name the same as an LLC?
No. A trade name is a name filing. It does not create a separate legal entity.
Does the Combined Registration Application form the LLC?
No. The LLC is formed with SDAT. The Combined Registration Application handles Maryland tax and related accounts.
